check shaft revs should be easy to guess about the revs it should be doing ,remember its probly half the engine speed . OR fuel blockage ,sometimes they will rev with no load but under lead starve for fuel as the guvnor kicks in .
 
Hello to all, we are from New Zealand, have a Perkins 6.345 T in our launch, have a issue with power under way.
Revs fully when in netrual,both forward and reverse, motor makes all the right noises etc, but when we got underway,wouldnt go past about 3 knots at full throttle down and reverse.

Any advice would be greatly appreciated.

Having read most of the threads it sounds like fuel issue. The diagnostic approach would be to install a full flow, in-line fuel pressure gauge as close to the injection pump as possible. See what you have underway at full throttle. Check that against the spec. May be as simple as fuel filter replacement, but the gauge is the diagnostic protocol.
