This is from above the waterline where the swim platform attaches to the transom. It has some kind of core material, doesn't seem like wood.

Looks like a layer of balsa and plywood.

It doesn't feel like balsa. Seems more like a dense foam type product.
I just re-cored the swim platform that had balsa.
 
Could very well be foam. Some manufacturers did core with foam.
 
I would think balsa as well. The foam products used in that time were typically Airex or Klegecell. Airex was about that shade of color, but rarely used above the waterline as it was not real temperature stable. K-cell was various shades of green. There were other foam core products, but these were the 2 dominate that market around the end of the last century.

Burn it to see if it is balsa or plastic.
