Doesn't seem any different than requiring the occupants of vehicles to wear seat belts or motorcycle and bicycle riders to wear helmets. If you don't mind those laws you won't mind this one. If you do, you will.

Personally I don't have a problem with it. The only objection I can see is the "I have a right to be a dumb-ass and drown myself" argument which Chuck Darwin would probably agree is the best course of action for the people who adhere to it.

Darwin was a pretty smart guy but we spend a lot of money and human capital trying to defeat his rules. If we just let evolution work we'd all be better off.
