Yokosuka is the site of a USN base. Yokosuka Public Works probably got the engine from the navy. From WWII and into the 1970, Detroit Diesels were the most common boat and auxiliary motor.
Yokosuka was a major base for the IJN in WWII. Several drydocks and repair shops. It's where those destroyers got temporary repairs after running into cargo ships.
