Missing O rings are the likely cause. If you can process the fuel or extract the water,you might be ok.
You say the water is "all in suspension". Is K1000 an emulsifier, so water combines with fuel,idea being it gets burnt off with the fuel.But you are getting separation in the Racor. Does a Racor undo emulsion? Or is there really free water?
I once got a plastic tube ziptied to a dowel to the bottom of a tank.
