Actually it is 25. There are 422 hrs. in 17 years, the photo is an old picture. The boat spent seven years in Portland on the Columbia River and the second owner, who still lives in the Portland area, move it to Vancouver Island and apparently only used it in the summer.

20.6hrs per year.
