USCG shows on DangerTV youtube

I've been enjoying episodes of some shows profiling USCG rescues and operations on youtube.
My dad was retired USCG, and I was really close to wanting to join when I was graduating college...I wanted to fly helicopters, and so that's always been in the back of my mind.
Anyway, after watching lots of various rescues on there...and knowing that they are only showing the ones that would promote drama...I'm left with several thoughts
why don't they have flybridges or at least a tuna tower on the small CG boats such as the 33Ft?
Why don't all cruise ships, large cargo ships, etc... have helo pads?...or at least some large clear spaces for use as emergency hoisting areas?
Even with smaller commercial fishing boats and yachts in the 50-100ft range, it seems no thought is given to having some small clear area without rigging for use in emergencies.....
