In 30 years of boating, a water pump would keep recycling for one key reason - loss of pressure in the system. Usually traced to a ruptured bladder in an accumulator, or the more common cause, a dirty water filter.
I ordered a six dollar check valve kit from Amazon. Fixed the problem. No more pump cycling. Thanks all

4 screws, remove 4 parts
Replace 4 parts and screws, fixed the issue.
I lied about the price, not purposely. I did just looked it up and it was $18.54 from Amazon.
