Why take a clam shovel to BC?

In the past, I took a clam shovel and dug both inside and outside of Vancouver Island. A BC fishing license includes a shellfish license, and I always paid more attention to squirts at low tide than to which of the thousand "sub areas" I was harvesting in. I just checked the official BC rules for closures this year and there basically isn't anywhere in BC where clamming (or oystering, or even "snailing") is allowed. It could be that I have engaged in illegal mollusk rustling for years. Are these closures new or have I simply missed them over the years? Any reason to take a clam shovel to BC?

Not new. Supposedly protecting us from ourselves. I made the mistake too of reading the regs.
Years ago one location was always shut down. Then they leased it to commercial oyster farm. This was inside a park. Now gone the closure continues for pleasure use.
