Here`s a follow up report following an Inquiry into the incident. Steering/helm set to "manual",Master using a Controller unit which presumably required the helm set to something corresponding, ie. not manual. Not sure that`s really the problem, as it appears speed increased, presumably "uncommanded". Lucky there was no one on either tug at the time.
