Camano Rudder

The survey showed a high moisture content in the rudder so I assume the rudder is fiberglass or composite material. Does anyone have experience with this or have any insights?

my understanding is that it is composite, or so I was told by the surveyor that just went through our boat prior to its sale to new owners.

I don't think it's cored, it is fiberglass
