Norfolk, VA mooring?

Seems only dock space available, but I thought I would enquire here of local/tribal knowledge to confirm.

We've anchored many times off of Waterside - Downtown Norfolk. Nice access to restaurants, etc. Good holding - deep water.

Plenty of places to anchor as mentioned but to my knowledge no actual mooring balls. Just not something you see much in the lower bay. The only public ones I know of are off Yorktown in the York River.
