Sail painting

Can I paint or die my steadying sail? It was buried in a cabinet and has some water stains on it. What would I use? Maybe a cleaner?

I had a similar challenge several years ago. I used fabric softener and a deck brush to scrub, then a power washer to rinse and get the embedded soil out. Made it better, but not perfect. Bleach might work but do not let it stay on the fabric for more than a few minutes before rinsing thoroughly.
