Lower Helm Wheel Replacement

I’d like to replace this wheel at the lower helm of the boat I bought. I’d like something plug and play, but I cannot find anything like this to determine what else would fit easily. Does anyone have any ideas what this is?

Can you pop the center off ?
If a nut, remove wheel & see shaft diameter & if tapered
 
It’s likely a custom or modified wheel by the builder. Likely mounted on a standard wheel pump. As was mentioned, pull it off and check the shaft. There will be tons of options.
 
I have never seen anything like that either. To determine what the mounting is right now you must remove that 1/2 WHEEL.

Once you can see the shaft end you most likely will see the shaft tapers and also a keyway and key so the wheel cannot rotate without turning the shaft.
Pull the cover plate by removing the 4 screws.
You may need to tap the cover plate off using a piece of wood and a hammer and/or a drift or a puller.

Then you can check around for wheel availability.
