Had bleed air outlets on the wings, tail, nose which would open and close in order to have direction control when the plane was in a hover.Can a jet hang on its engines and then go vertical? Yes. Can it hover like a helicopter and use its ailerons to maneuver? Only if it has engine bleed air surfaces. While there several fighters that can do tail stands with vector thrust, I am not familiar with any that can use bleed air surfaces to maneuver while at a dead stop.

The Harrier caused some perplexed faces back in the time. In a dog fight it could stop on a dime (at the cost of all the energy it had though), but I remember a nice one on GCA final back in the 80's. The idea is that the controller 'talks' the aircraft down to a landing and obviously you need to fly a constant speed and descent rate.You are correct, I just mentally put the harrier in a different class of aircraft.
