The facts are that none of the European manufacturers that I listed have designed their system to start the circulation pump only once the coolant is hot. They all start the coolant pump immediately upon start up. And for good reason. At that point the coolant is cold.
The other fact is that you have failed to demonstrate one manufacturer that delays circulation pump start up until the coolant is hot. Isn't that odd!
One more thing, you yourself don't get to determine how the European systems work, so statements like "we do things different in Europe" ring hollow without some kind of 3rd party backup.
