My neighbour gave me this. It was in the carport when she bought her house more that 30 years ago, and she has no idea of its history. (Looks like Maui's hook from Moana.) It weighs 13.2kg (29lb) including the big shackle but not chain. Length overall ~70cm (27.5in), Blade 30cm (12in) across. The tapered oval shank is 70mm x 35mm at midpoint.

Maybe it's not even an anchor, but some sort of agricultural implement? Either way, i think it is likely to become a garden ornament, as it won't fit in my anchor locker!

It looks designed to pull perpendicular to the hook. Maybe some kind of implement to wedge under something and then lever up.

I have seen grapnels that looked like this - used for fishing up cables or ground lines. drag it along a beach and see which way it orients. I think that would tell you how it might work. Interesting.

Could also be a log cant for rolling large logs.

I immediately thought it a rond anchor, as used in inland waterways in Britain. However, the picture shows something that seems much heavier build than I would expect to be the case, unless wherries used them (I rather think they didn't). I've never seen one.

Today I learned......that a "rond anchor" is a thing. And it is used to anchor a boat to, usually, a canal embankment. Tucking that away for Trivia Night! But my Show and Tell (Ask?) anchorish thingy doesn't really look like one of those. Unless maybe it's for hooking around the base of a tree on the bank? Why use a bowline when you can use a big heavy metal hook.
