Not a knotmeter or log.

Probably just a simple 6 minute (1/10th of an hour) timer for doing dead reckoning chart work when making lots of course changes.

I just read further down on the link you provided an saw the interesting entry:

It has distinct red lines at 3 and 6.

Assuming these are minutes, it would correlate with the 3 minute and 6 minute rules for reckoning.

In 3 minutes: 100 times speed in knots equals yards travelled.

In 6 minutes: speed in knots divided by ten equals nautical miles travelled.
 
Maximum time allowed from requesting coffee on the bridge to it actually arriving.
