I was thinking the same thing. I bet a machine shop wouldn’t charge much to drill them for you. Sounds like a business opportunity for the companies that make the bolt extractors.
Most bolts are not as hard in center as the threads and can be drilled fairly easily from the bottom end . Keeping straight is a challenge and start with a small drill then go up in size. badly rusted bolts are best drilled all the way through and stepping up to a large diameter drill. This seems to reduce the tension between the now shell of the bolt and the hole and make removal easier.
