I too have encountered steep 6-8 foot standing waves downstream from Hood River. Wind against current. I guess you can always get wind in the Columbia Gorge but it is famous for windy conditions in the summer. It is one of the best windsurfing spots in the world. It was a strange experience, I had water over the fly-bridge and one of my sister's kids got sea sick and half a mile away cars are cruising on the highway in beautiful sunshine.

Regarding lack of power, I'm surprised you did not just run the generator.
