Splash rails

I'm looking into a swift 42 and I found out the boat overall has low moisture throughout using a moisture meter but both splash rails have a very high moisture reading. Is this common ? is it fixable ? have other owners had this problem. thanks for any help.
 
The “splash rails”are probably wood.
The wood soaks up moisture.
 
Probably an add on. Depending on how they are attached could be an easy fix to replace them. If they are through bolted it may be difficult to access the nuts on the inside. If you do replace them I would use penetrating epoxy on the new ones before attaching them so they don’t asorb water again.

Ok thanks I'll ask for pictures of exactly which rails were surveyed having high moisture.
