25kts sounds about right for the size, weight and hp. Depending on what type of bottom it has.
My boat is 38x12 and about 14000lb, has 450hp and will kiss 30kts when light and clean. Full planing hull copied off Carolina sportfish. Almost identical dimensions, weight and power.
