Please a photo and a bit more description of what you're trying to do. Are you just trying to remove to get to something, to clean it, or to permanently get rid of it? Are you wanting to replace it with something else? What are you trying to do and why?
The vent maybe screwed in and finished with bungs. If so, remove the bungs then the screws.

Paint it. Who the heck wants to keep having to varnish a vent with louvers. 
That post just adds to the confusion.
It might be simpler to tape off the surrounding area and refinish the vent in place.
