Here is a skid mounted pump. Guessing it's a 3-71 power plant. Note the plaque from rebuilding in 1970. Gives specs on rebuild.

Guessing a probable connection to that pump and the US Naval base and shipyard in Yoko. Does look like. 3-71 but valve covers aren’t visible
