Soft Deck - CHB 34 Sedan

Looking at a 2007 boat and the forward deck aft of windlass and post has some spring to it. Appears that some past owner resealed the anchor windlass foot controls. Has anyone else experienced a soft forward deck?

The exterior of the deck looks to be in perfect condition but I am suspicious that the glass has de-laminated from the core. The boat is in the north and any moisture in the deck will freeze and thaw every year. Any information regarding how the decks on this vintage of North Pacific Yachts is constructed would be appreciated (balsa, plywood, foam core?)

Same area and issue on a boat we are in the process of buying. Apparently this is a common area for boats to have soft spots. I think it's from the deck hardware leaking and also from the stress on the area with the windlass pulling anchor. The boat we are looking at had a survey from about 7 years ago and it has the same note about a soft area and the boat was boat house kept it's entire life of 30 years up until that survey.
