oil and gear coolers...???

I have now purchased oil and gear coolers for two reputable companies and each one I pulled the caps off have debris in both the water side and oil side...
i can give a little that the tube bundles aren't shine new due to assembly heat, but when there is green goo and other contaminates that looks like pre-corrosion as well as superficial rust on the threads.....
well...... I am at a loss about how these are shipped out with no inspection...
there was one of the tubes of the oil cooler that had a piece of solder slag quite firmly lodged inside...

crazy....
 
Is it possible that they were assembled with a grease, hence the green goo? Does a firmly lodged piece of solder slag impede the performance of the cooler?
