Help Needed Engine Won't Shut Down

I have a Volvo TAMD40B that won't shut down. Had to block the air intake to turn it off. Ignition switch? Any ideas?

Not sure if Volvos are energize to stop or energize to run. But in either case, check the fuel solenoid. If it is energize to run, it could be stuck open. If it is energize to stop then it could be an electrical problem.
