Electric fuel pumps

I have two fuel pumps at the tanks on the boat I just bought. Are they just for bleeding the system? They are off while running and the person I bought the boat from had no idea. He did not do his own service.

They can be used for priming filters, a backup for a failed engine mounted pump, or transferring or polishing fuel. Without more information or a plumbing diagram, it's hard to say what the intention was or possible uses are.
