ICC Test Thailand

I'm British living in Thailand I have had boats on the Thames for years (without needing any qualifications). I am planning a trip to France to buy a boat and cruise the French canals for 6 months. I see I need a CEVNI (no problem taking their online test) then I need the CEVNI to be attached to an ICC. Trouble is there's nowhere in Thailand that has canals or RYA training schools that issues ICC's. The "Asia sailing school" here in Pattaya want me to take a 10-day course costing 60,000 Baht. I don't even want to learn how to sail. I like cruising rivers and canals in motor boats. Is there no way of obtaining this ICC without taking an expensive and I feel unnecessary course?
