Cummins VT-555-M advice

Hi folks, I'm new to diesel motors, and I've got a problem. While down in the engine bay topping up oil, cleaning up etc, I noticed a valve on the side of port engine near the front that was closed, I have no idea if I bumped it closed (it moves crazy easily). The engine has 2 red hoses running next to it, both have a valve on them, the one toward the back is open the one toward the front is closed (circled in red). What are these 2 hoses, and should both valves be open?

You have to follow the hoses to see where they lead off the engine. Cannot tell from the photos. My guess is it goes to the water heater to use engine heat instead of electric to heat the heater while underway.
 
I'll try trace it out, thank you, appreciate the response. I'm still learning the ropes.
