I think everyone with crew aboard who aren't radio savvy should have a DSC radio properly configured and working. That is one of the first things I go through on our safety talk before departing - if I am disabled or missing (!) the easiest way to get help and attention is to use the red button.
Trying to teach someone how to follow a checklist is far more difficult, and even if they remember (they won't) in a stressful situation, it is much easier for them to have the option of pushing a button, choosing an item from the menu, and letting both the Coast Guard and everyone else within a short distance know there is an issue.
