And where can I find them. They are on my steering cable in the laz I believe just to take a bit of the slack from the cable.

You can get those at any auto parts store. They are called parking brake cable adjusters

Any hardware store that sells steel wire also has the materials needed for fixing them to make a loop, which is essentially what you're doing when you want to reduce slack somewhere along the wire.



Just make sure you get stainless steel ones...


If you can avoid them, do so as they stay wet/dirty and thus a source of rust. The knicking reduces strength, add rust and thus a potential source of trouble in some awkward location along the wire.
 
If you need those to take up slack in the cable, you probably need a new cable or at least redo an end to make it the proper length. There should be a turnbuckle of some sort at one end to adjust the length, if that's turned all the way in the cable is stretched or not cut to the right length in the first place.
 
Why not just add an idler pulley on a spring? Would be really simple to make.
