IVC /CHRG at 12 and not 13

i have a concern about my voltage on my board. it seems that should be 13 and not 12 but currently IVC/CHRG says that only 12 because of the light on it. is this normal or is there anything that may be causing this issue? And the AC input light went off and I am not sure why? i have checked several breaker outside and inside i checked if the IVC is on and it is. Any suggestion that may be causing this issue? Some chargers used to take note of lights that are wired in.

If a light is on the charge voltage is reduced , to help the longevity of the bulbs.

Today with mostly LED , the function was discarded.
 
We need a little more help from you. What brand and model please? Can you read battery voltage with a digital voltmeter? Is this something new or been like this for a while? Inquiring minds want to know.
 
12 v is only battery voltage. More info please?
 
Thank you, i learned that I had to reset the inverter box. Now it is at the normal range.
