Gate valves are notorious for corroding and then becoming stuck in whatever position they are in, either stuck open or stuck closed. Too many small weak parts in them. Get rid of it. Also you can’t tell if they are open or closed by looking at it. You can tell with a ball valve by the position of the handle if they are open or closed.
