What is it ?

I was at my Bost this afternoon and my neighbor has a wire coming from his boat and it goes in the water ?? What is it ? Iíve seen this before . Thanks

I usta do that. Clamped the wire to my drive shaft inside the boat. Was easy to deal with on the Albin 25.
