Would the location be the mouth of the River Forth in Scotland?

Chesapeake Bay eastern shore, yes the concrete ships.

Rats! I was going for the Fukushima nuclear power plant.

They are McCloskey & Co. 2-4-D concrete ships sunk as a breakwater in Kiptopeke, VA. All of them are named after pioneers in concrete technology. I have a complete set of construction drawings for them in my office from the national archives. We have the same ships, albeit floating in Powell River, BC. I was the project manager for the lifespan evaluation and breakwater reconfiguration 15 or so years ago.
