Geez - thought I would just log on, fill out the form and send money. That was about as complicated as it was when I did my last one many years ago. Looks like I need to print out many pages and spend half a day studying it to get it done now. Why would something like this get so complicated??

Huh -- I found the FCC online sight pretty easy to navigate and their response was very fast. Got my license paperwork in the mail in a matter of days. Yes, lots of clutter (a zillion other options and license types), but I didn't think it was too bad. But then I "do" bureaucracy for a living.

Am I correct in assuming that this is only required for vessels leaving conus?

For anything other than VHF, radar ir epirb regardless of where you are. SSB anywhere.
