Wagoners reports there are new customs procedures for Canadian Boats entering US waters. Sounds like we no longer require the DTOPS decal: "Foreign flagged boats traveling under a cruising license would not be required to purchase a CBP decal, which is currently $27.50, for the year."

Unfortunately this may only be true with CPB agent A . agent B may have a different idea.
I would urge you to just spend the $27.50 and be covered.
This comes from 30 years of boating on the border.

Well you could keep a copy of the CBP announcement and when agent B has a different idea, then produce the letter.
