My new to me trawler has 4 of these mounts but no inserts to use with it. Anyone know who the manufacturer might be.

If around cockpit, rodholders?
 
Are they spaced in pairs?
They look exactly like the female brackets used to mount a drop down table
 
They look like chrome plated brass fishing rod holder bases made by Lee's Tackle, Inc. back in the eighties. Lee's no longer make them. I used to have a pair on a boat. The holder flat part was weak at the fold and bent easily.
Agree if in pairs, they could be mounts for cockpit steps.

At first I thought they were V-Lock mounting plates, but on second look they are not. However, the V-Lock system is ingenious if you want to use the mounts for rod holders, fish cleaning stations, barbeques, etc.
