Finally Got The Picture Up!
Initially tried with just some Velcro in each corner but with the boat movement and flexing of the picture frame, it came down. So now up with proper hanger and wire and two Velcros at the bottom corners.

Nice fit for that space!

One thing that works good on a boat for keeping things in place or hanging light pictures is Museum Putty
