Actually St Helens has limited dock stay to only 72 hours in a 14 day period. this occurred about a year ago after many complaints from residents like me. Trouble is they DO NOT enforce it and there are regularly "squatter boats" at city docks for weeks to months at a time. until they actually begin to consistently enforce it, it will continue.

Thank you for the correction. I could not remember the time. Now they show up at Gilbert River, Coon Island and Sand Island.
 
For me, the largest impact if municipalities have jurisdiction over local waters I'm BC, will be walking the dog in intertidal areas. Before municipalities had no jurisdiction over the intertidal waters so if I walked my dog in those areas animal control had no say, now it appears they will.
 
Don't worry rsn, IF municipalities get control, they won't have it for long; the land, I mean. The receded land.
