I've just done a copy and paste of marinas and businesses open and closed. If you read through you will see some of the listing time stamps are "dated." Some go back to March so I don't know how accurate this listing is currently. I did see a news item that BC may open up some for boaters, but I can't find that news item anymore:

The following includes information about the current situation at many of the marinas in the Salish Sea which normally offer moorage and other services to transient boaters.

BROUGHTONS

Alert Bay Boat Harbour: The marina has closed for transient moorage. Alert Bay village declared a state of emergency on Apr 18 amid an outbreak of cases and imposed a curfew between 9:30pm and 6am daily. Non-residents have been asked to stay away.

North Island Marina (Port McNeill): “North Island marina in Port McNeill is open and will be for the foreseeable future. We are taking precautions with cleaning to ensure the safety of our staff and guests. We take reservations on our website as well as over the phone.”

Pierre’s at Echo Bay: “Our season normally starts around June 15 for the majority of tourists coming up in our area. We’re only at the beginning of this virus right now and the situation appears to be changing daily. At this time we’re not making any announcements. We will plan accordingly as the situation evolves. Will let people know when we know.” (updated March 25)

Port Hardy Fisherman’s Wharf: Closed and will remain so until further notice.

Port McNeill Harbour Authority: On Apr 7, the Town of Port McNeil issued a news release asking people not to visit, possibly putting added pressure on health care and other services. Hospitals in the area each have a single ventilator.
However, the harbour authority will continue to provide services as needed at the Port McNeill municipal and federal marinas. However, to ensure social distancing is followed, in-person business at the harbour will be limited to those who have arranged in-person meetings ahead of time. Please contact harbour staff at 250-956-3881 to arrange a meeting time.”

Quarterdeck Resort & Marina (Port Hardy): While their website (as of Mar 31) still advised that the marina was closed until further notice, their office reports that they are open to transients and operating normally.

Sayward Harbour Authority: “As of now we have no plans to close or limit services at our harbour.” (updated May 6)

Sullivan Bay Marina: No transient moorage at this time. Fuel dock is open, but store, laundry and showers are closed. “We, like everyone else, sit in limbo as things have begun to change. We ask our guests to simply just stay in touch via email or telephone.”

Telegraph Cove Marina: Open to annual moorage customers, but not transients. Toilets and showers closed. Boat launch open. Prefer to be contacted by email (reservations@telegraphcove.ca), to invoice customers and have them pay online. Plans are to open marina and RV park to the public on June 1. All other facilities in Telegraph Cove are closed to the public. This includes bathrooms, boardwalks, campground, trails, etc. (updated May 5)

Telegraph Cove Resort: Seasonal and not yet opened to the public. (updated Mar 24)

DESOLATION SOUND

April Point Marina (Quadra Island): The marina will be open May 15-Sept 15 for transient moorage. The adjacent April Point Resort and Spa will not open for the 2020 season. Updates will be found at www.aprilpoint.com or by calling the marina office at 250-203-0840.

Blind Channel Resort (West Thurlow Island): “We are open, and have not restricted services at this time. Traffic is still low here, as it is a seasonal business, and we are cleaning after every customer interaction. So far we haven’t cancelled any events for this summer, but we are monitoring the situation daily and may be required to at some point. If the ban on restaurant seating is still in effect this summer we will be offering take out service, and will also deliver food and necessities to anchorages in the area with our water taxis.”

Brown’s Bay Marina (Seymour Narrows): Transient moorage, boat launch and fuel dock are open, but washrooms and the office are closed to the public. Staff is able to assist Mon-Fri 8am-5pm. Moorage reservations and payments can be done over the phone or by email. The resort has delayed its opening till May 1, following BC Parks decision to close all provincial campgrounds till a later date. (updated Mar 27)

Coast Marina (Campbell River): “We will be open and accepting transient moorage year-round through this very difficult crisis. Most government facilities locally are running at a very minimum. Most grocery stores are open. We have no cancelled events for this coming summer as of yet.”

Discovery Harbour Marina (Campbell River): Marina office will remain closed until further notice. Staff is available to assist customers by phone or email during business hours for payments or moorage inquiries. Nearby, the supermarket and pharmacy remain open, while most other shops have closed.
The Ocean Pacific Marine Store and Boatyard next door to the marina has restricted hours. Customers can place orders by phone or email for pick up at the dock. Boatyard customers can receive deliveries to the boatyard. There are plans to expand the deliveries to homes and nearby marinas.

Fisherman’s Landing and Lodge (The Yucultas): “Fishermans landing is not accepting boaters at this time … and all services are closed until further notice.”

Gorge Harbour Marina (Cortes Island): Open for transient moorage, as well as fuel and propane sales. Limited upland access, though store and laundry are open. Toilets and showers open only during office hours. Pool and hot tub are closed. (updated Apr 1)

Heriot Bay Inn and Marina (Quadra Island): As of March 22, fuel dock was open Wed-Sat 2-4pm. The restaurant was open 4-6pm for pickup orders. Off sales available only meal food orders. Payment options include by phone, e-transfer or on site. Guests can also order through the lobby gate and return for pickup. (updated Mar 28)

Heriot Bay public dock (Quadra Island): Closed to transients. Offices closed to the public; working limited hours and are taking payments over the phone or by e-transfer. No public toilets or showers on site. No potable drinking water as Heriot Bay dock is currently under a boil water advisory.

Okeover Harbour: Office closed. Transients asked to not use the dock. Also, drivers asked to not park on the property and walk about the facility since the harbour dock provides an essential service to many people. (updated Mar 27)

Quathiaski Cove public dock (Quadra Island): Closed to transients at this time. Office closed to the public, working limited hours to take payments by phone or e-transfer. Will try to answer any emails or questions daily. Will take payment for accounts by e-transfer or credit card over the phone. Washrooms and showers are closed to the public.

Stuart Island Community Dock (Big Bay): Closed indefinitely to transients. “However, we understand the tidal issues in our area, and any transient boater caught in a current may tie up until they can leave on the next slack tide.” These boaters are asked to stay on the dock. There are no amenities open and no water available. Anyone with a dock reservation, for anytime during the year, is advised to call for updates at 250-202-3625. The Salmon Enhancement Auction, scheduled for Aug 1, is still planning to go ahead. (updated Mar 30)

SUNSHINE COAST & GEORGIA STRAIT

Backeddy Marina (Skookumchuck Narrows): Accepting transients. Fuel dock and store open 9am-5pm. Pub is taking food orders for pickup from noon to 7pm. (updated Mar 26)

Bathgate Marina (Skookumchuck Narrows) : This marina does not normally have transient moorage, but does operate a general store, fuel dock, coin laundry and showers. “We are still open for fuel sales, as is our grocery store. The store itself is closed to the public, but we are picking and packing and taking the orders to the door for our customers.” Payment options include credit cards, e-transfers and debit purchases under $100. No cash accepted.
“We have closed our public laundry facilities and restrooms, along with our hotel and RV site.” (updated Mar 23)

Beach Gardens Marina (Powell River): Currently closed for both transient moorage and fuel sales. Plans are to reopen for normal operations at end of May. (updated Apr 8)

Egmont Public Wharf (Skookumchuck Narrows): “Egmont Harbour has transient space available. There is an honour box at the top of the ramp for moorage payment. We trust that boaters will observe the government recommendations for distancing and social behaviour.” (updated Mar 23)

Comox Valley Marina: “We would still accept a transient boater if they have not been out of province or country for the past 14 days. We have closed our bathrooms, showers and laundry. “(We are) not aware of restrictions from the Town of Comox at this time except their bathrooms, etc, are also likely closed. We don’t have any large events to cancel, but the town and other organizers have canceled several events.” (updated Mar 23)

Fairwinds Marina (Schooner Cove): From their website, “Fairwinds Marina will remain accessible for monthly, semi-annual and annual customers only. No transient boaters will be accepted until further notice.” The marina office is closed to the public, but staff are on-site to assist long-term customers by phone or email. (updated Mar 24)

False Creek Harbour Authority: (Fisherman’s Wharf is) open, though “we are working with a reduced staff to limit exposure… We can assist with power hookup and vessel tying but are not issuing parking passes and ask for questions and payments to be directed on-line or by phone rather than in-person if possible.”
Not accepting any vessels from foreign or international waters unless they have been in quarantine for 14 days before arrival.
One of the largest summer events set for July in Vancouver, the Honda Celebration of Light, has been cancelled. The annual international fireworks festival draws more than a million spectators to the shores of English Bay. (updated May 5)

French Creek Harbour Authority: Accepting transients. Fuel dock is open. Office is closed to public access.

Gibsons Landing Harbour Authority: Accepting transients. Limited office hours so call ahead to get a slip assignment. (updated Mar 26)

Gibsons Marina: Accepting transients. Fuel dock is open. (updated Mar 26)

John Henry’s Marina and Resort (Pender Harbour): Not accepting transients. Fuel dock is open. Groceries/liquor is open 10am-6pm; limited to two customers at a time. Cleaned hourly. Accepting summer transient moorage reservations and hoping to be open. (updated Apr 7)

Lighthouse Marina (Porpoise Bay, Sechelt): Marine store is open and fuel service is available. Call 778-458-3625 for hours and updates. Pub/restaurant is closed, though will be revisiting plans for take out and delivery in the near future. (updated Mar 29)

Pacific Playgrounds Resort & Marina (Oyster River): “Pacific Playgrounds will remain open to self-contained RVs, cottages and RV rentals. As of March 23… we have temporarily closed our public bathrooms, shower facilities and the children’s playground. In the interest of social distancing, our office is now closed to traffic, however, our staff continue to work inside and are happy to assist you over the phone or through the sliding window in the office area.”
Guests can prepay by credit card over the phone. Registration information can be emailed to guests in advance. Payments for using the boat launch can be made by cash only, deposited through the office door mail slot. Current office hours are Mon-Fri 9am-4pm and Saturday 9am-1pm.

Powell River Harbour Authority: Accepting transients; there is no assistance taking lines. Office is closed. Fuel dock is open but call ahead to make sure they have supply.

Quayside Marina: Accepting Canadian transient boaters by reservation. One of the largest summer events set for July in Vancouver, the Honda Celebration of Light, has been cancelled. Saltery Bay public wharf: No transient moorage, whether overnight or short-term for pick ups and drop offs, until further notice. (updated Apr 18)

Steveston Harbour Authority: Open for business as usual. Still accepting transient vessels (7-day max). Please follow the guidelines for social distancing. No public access to main office until further notice, but call 604-272-5539 or email info@ stevestonharbour.com. (updated Mar 27)

Sunshine Coast Marina (Pender Harbour): Accepting transient moorage. Toilets, showers and laundry operational. (updated Mar 26)

Texada Boat Club (Sturt Bay): The marina has closed their transient dock and boat launch until further notice. The club is open to members who have been asked to be diligent with social distancing and sanitation. (updated Mar 24)

Union Steamship Company Marine Resort (Bowen Island): No transient moorage, overnight or daytime, until at least May 31. (updated Apr 16)

GULF ISLANDS

Anglers Anchorage Marina (Brentwood Bay): Accepting transients. Shore facilities such as toilets, showers and laundromat are closed. In-person services limited due to social distancing. Electronic payment by debit, credit card or e-transfer preferred. Dropbox on site for payment by cash or cheque. On-site restaurant closed. Nearby grocery store is open. Brentwood Bay Resort and Spa: Given the rapidly evolving and unprecedented circumstances around COVID-19, and taking into consideration our staff, guests and community, we have made the difficult decision to close the Brentwood Bay Resort Pub and public spaces in the resort until further notice.

Canoe Cove Marina: Accepting transients on a case by case basis. No showers or shore services available. Travel to a grocery store for provisions is challenging with transport services cut back.

Chemainus Municipal Marina: Open for transient boaters at this time. “Not much space is available, as the winter customers are still here. The town of Chemainus, groceries and pharmacies are open.”

Cowichan Bay Fisherman’s Wharf: Transients are discouraged, but will be accepted in emergency circumstances. Temporary stops to fill water tanks are permitted. The community of Cowichan Bay has asked visitors to stay away at this time and most businesses ashore have closed.

Ganges Marina: Fuel dock is open, though supplies may run low if restricted ferry service curtails supply. No water. No transient moorage, but no one will be turned away in emergency. Practice social distancing.

Ladysmith Marina: All transient moorage suspended until Apr 30 or until further notice. Marina office can be contacted 8:30-5pm daily by phone and email only. (updated Mar 30)

Ladysmith Maritime Society (Ladysmith Community Marina): Accepting transient moorage with online payments only. Social Dock, pump out, washrooms, showers and laundry facilities closed until further notice. Oyster Bay Café is closed until further notice. (updated May 5)

Maple Bay Marina: All transient moorage suspended until further notice. Marina offices closed to the public; call 250-746-8482 daily 8am-4pm or email info@maplebaymarina.com. Fuel dock open 8am-4pm daily — hail on VHF 66A for service. One customer at a time served at fuel dock. Stay at least two metres from staff. Pay with credit card or debit card. Shipyard Restaurant & Pub and The Mariners Market & Espresso Bar closed until further notice. (updated Apr 9)

Mill Bay Marina (Saanich Inlet): Closed to transient moorage, but fuel dock is open daily 9am-4pm. Nearby supermarket is open. (updated May 3)

Montague Harbour Marina (Galiano Island): Currently closed and will not reopen in May as usual. The marina is closed for May and June, including all transient moorage, dinghy dock access, toilets and showers, the general store, restaurant, kayak and boat rentals.
Annual moorage clients will still have access to the docks and their boats. The fuel dock is considered an essential service so will not be open on Saturdays 10am-2pm during March and April. Fuel customers will be required to stay with their boat while filling up. (updated Mar 29)

North Saanich Marina (Tsehum Harbour): All transient moorage suspended until Apr 30 or until further notice. Marina office can be contacted 8:30-5pm daily by phone and email only. Fuel dock open from 8:30am-4pm daily.

Oak Bay Marina (Victoria): All transient moorage suspended until Apr 30 or until further notice. Marina office can be contacted 9am-5pm daily by phone and email only. Fuel dock is open from 9am-3pm daily. (updated Mar 30)

Otter Bay Marina (North Pender Island): Closed to transients. “Please respect the COVID-19 guidelines and do not visit at this time.”

Page Point Marina (Raven Point Marina, Ladysmith): No transient moorage, except in emergency circumstances. All facilities, including restaurant and inn, are closed. “We are keeping a close eye on activities being restricted in Ladysmith… The grocery store in our community is still operating (at reduced hours, with special opening hours for seniors).” (updated Mar 27)

Page’s Resort Group (Silva Bay): Open for transient moorage. Fuel dock open. Grocery store open with essentials, The shipyard next door has closed for the time being although can be reached in case of an emergency. (updated Mar 30)

Pedder Bay Marina: All transient moorage suspended until Apr 30 or until further notice. Marina office can be contacted 7am-6pm daily by phone and email only. Fuel dock open 7am-3pm daily. (updated Mar 30)

Poet’s Cove Marina (South Pender Island): Closed to transients. Fuel dock and all facilities closed until at least April 5. Will reassess at that time.

Harbour Authority of Salt Spring Island, including Fulford Harbour public docks, Ganges Centennial Marina, Breakwater Float, Kanaka Wharf, Burgoyne Bay public dock and Vesuvius Bay public dock: “All of our docks are closed to visitors/transients. Our heads and showers are closed. One dock (Breakwater Float in Ganges) is open to local emergency short-term stops (for medical reasons or provisioning, etc).

Salt Spring Marina (Ganges): Marina is in the process of coming back into service after a complete rebuild of the docks.
“Salt Spring Marina is now open and accepting transient boats, as well as long-term boats… The marina office is open 11am-3pm, but we are practicing social distancing. After-hours phone messages will be monitored for emergencies. Our showers, washrooms and laundry are available after obtaining codes and tokens from the staff during office hours. Water is available on the docks under staff supervision, 30 and 50-amp power available. We recommend that boaters who wish to tie up at our marina book via the website, so that we have the information we need to assign an appropriate slip.
“We are still hoping to have our grand opening on the May long weekend, if restrictions are lifted by then.” (updated Mar 24)

Sooke Harbour Resort & Marina: Currently accepting transient vessels and liveaboards for a few available slips. “Our facilities are minimal with no pumpout,” said general manager Tony MacDonald. “But we have power and water available.” (updated Apr 6)

Stones Marina & Boatyard (Nanaimo): Open to transients, but with limited availability. All boaters expected to adhere to strict COVID-19 social distancing protocols. Gas & Go fuel dock open Wed-Sun 8am-4pm. Boatyard is open and accepting bookings for haulouts and repair/service work. The boatyard is deemed an essential service — 30 percent of haulouts are for commercial craft — and will operate as long as it is safe. Marine store on site is open though customer access has been restricted. (updated Apr 7)

Telegraph Harbour Marina: Moorage and power available for overnight transient boaters. The store, fuel dock and toilets were scheduled to reopen May 1.
“We are located on an island so there are limited provisions. There are no pump out services here, closest is in Ladysmith.” (updated May 1)

Van Isle Marina (Tsehum Harbour): Transient, monthly and annual moorage, as well as storage, is available. Fuel dock open daily 8am-4pm. Yacht Park hardstand open Mon-Fri 8am-4:30pm.
Marina administration only available by phone (250-656-1138) or email (info@vanislemarina.com) until further notice. Sidney restaurants are providing takeout and delivery.
“Sidney grocery stores and the Resthaven store at the end of our street remain open.”

Greater Victoria Harbour Authority, including the Causeway Marina, Ship Point docks, and Wharf Street Marina: “While these facilities remain open, please be aware that maintenance and servicing is reduced at this time. Please maintain social distancing.”

Victoria International Marina: Accepting transient Canadian vessels 40-180 feet long. Currently offering coronavirus cleaning service as well as “touchless” provisioning for yachts at the marina. Discounted winter moorage extended to May 31 at least. (updated Apr 28)

Westport Marina (Tsehum Harbour): “We are not taking transient moorage at this point, and The Marine Store on site is closed. Our office is open. The boatyard is working Monday to Friday only, but that could change without much notice.”
