2004 Mainship 43 Rudder packing gland

I have a small leak in the rudder packing gland shown.
The stainless collar sits on the post to hold up the rudder so I assume that the lower nut does the compressing of the packing. Do any of you have experience in tightening or replacing the packing?
Buck Algonquin says it may be one of theirs but declined to offer any suggestions.
