Perhaps an upper bracket for a vertical-pipe-type lift used to secure a dink to the duck board.

It looks like a bracket to mount something there but it really could be for just about anything. It even could have been custom made for something. I would either leave it in place or remove it and repair the holes. You could maybe use plugs to fill the holes and then revarnish.
