This happens all of the time to brokers: keep in mind their job is to sell the boat not store them. Last weekend I had 4 showings on a vessel and explained to each prospect "I had other showings and most likely the boat would be sold that day:leave a deposit which will give you first right of refusal". The 3rd prospect purchased: the other 3 called the next day to purchase! Yet none of them would write a "back-up".
As for the survey, transactions often fall thru due to pricing, "who's going to pay ". Often, there is an accepted "low" offer so seller and buyer are at their limits and the deal goes wrong. That's the buyer that is trying to have the broker "sell the survey".
If I have a survey on a vessel I'll offer it "for historical information purposes and not to be solely relied for your decision".
On an older vessel I may have many old surveys, oil samples and old invoices on file that are part of the vessel's history. They show vessel heritage NOT current status.
