What is the rule on bonding stainless steel above the water fittings (i.e. Deck fills, drainage etc)

No point and in actual use may cause issues with protection since it expands the bonded system allowing for greater potential of failure points.

I thought not, but with all of the hub bub about bonding I wanted to make sure I wasn't missing anything!

Metal above the waterline need not be bonded. It serves no purpose. Metal cases and cabinets containing 120 volt AC equipment would be "grounded" but that's a seperate issue.

On gas boats you want the filler necks and tanks bonded...not sure if it's suggested for diesel but it's to help eliminate sparking when filling the tank...you are supposed to ground the gas hose nozzel to the side of the fill before pumping.

I guess a holding tank pumpout could be an issue if you thought methane might be a problem.

I'd have to look further than what has been posted so far.
