Yes - the above should be all you need to do. You don't even have to drain all the fuel, just till you can see the top of it in the glass bowl. (actually, you don't have to drain any fuel at all but I have found that if you don't, removing the filter element causes the fuel still in the filter element to drain back into the bowl which backflushes the filter element taking a lot of dirt back into the bowl with it)
