The explanation I get is that the reservoir is for drinking water and older two strokes put out a lot of unburnt fuel oil mix. In 2007 I was denied lake permit renewals for two of my local lakes because my Gamefisher J-boat came with a 5hp Gamefisher two-stroke air-cooled outboard. I have since scrapped both.
