No idea we use to go to Venezuela in the 70s and 80s I can remember they had a lower quality diesel but I was a teenager and young man during those years so I was not focused on those things. But what an amazing place it was back then

Probably more due to their currency being devalued by hyperinflation.

NO folks are starving and fleeing the country.
 
And they'll probably sell you 10 liters if you're able to make it there. Of course then thieves or pirates may relieve you of that or more.
