We never change our clocks - boat or bus, 365.25 days per year we're Z-7. My vote is that we all go to Zulu time. If we truly live in a connected world I simply don't understand why we cling to regional time when time is so important to our lives. So what if I eat breakfast at 14:00Z - it's just a historical artifact that I'm accustomed to eating it at 7:00 AM - I could just as easily get used to 14:00 as being breakfast time.
Because the tide books don't recognize daylight savings in our area (BC coast) it's a good idea to have at least one ship's clock on PST year around. Don't know how that applies elsewhere.
